- Chair Remarks
- CAP Vice Chair- Beth Meschewski is stepping down from her role as Vice Chair as well as her role for District 11. Thank you Beth for your service here and as our liaison to the Senate Executive Committee.
- Review and Approval of Minutes-Approved August 2024 minutes
- Illinois Human Resources Report, Brian Farber, Chief of Staff and Special Projects, IHR Administration.

- Staff Professional Development Fund (SPDF). As you know and as I also announced in August, the APDF was officially retired on July 1 and is now replaced by the SPDF. Primary changes are eligibility for all staff (not just APs) with more than 1 year of service and a 50%+ appointment (excluding temporary, visiting, or postdoc appointments). - We have clarified that this is an IHR Program with input from SAC and CAP and, as such, IHR ran an e-week announcement on 7/12/24 to announce the expansion.
- Numbers for the year so far:
- QU 1 July/August/September; Amount awarded: $4,500.00; 9 recipients (6 CS, 3 AP)
- ELOE – Supervisory Skills Program. Next week, the Illinois Supervisory Skills Program will begin advertising to supervisors across campus encouraging them to apply for the spring semester program. The selection committee will choose 32 participants to be part of a select cohort of peers from across campus. Applications are due by Thursday, October 24.
- For more information on the upcoming program, read the Spring 2025 Illinois Supervisory Skills outline. This program is part of the array of resources Employee Learning & Organizational Effectiveness provides focused on supervisory skill development and we encourage all supervisors to review opportunities listed here.
- SEIU. SEIU Local 73, the union of building and food service workers at the University of Illinois, has voted to authorize a strike which could begin as soon as Sept. 15. Parties from both sides agreed to a three year contract extension that included a $1 raise in year one, $0.75 in year two and $0.70 in year three. Union members did not ratify that agreement. The university will engage in good faith discussions with union leadership as contingency plans occur for a possible work stoppage.

- Grievance Procedures. As you know, IHR and CAP agreed to model the grievance process for APs on the Civil Service process. I think you plan to discuss and vote on that later today. The draft procedures still include CAP as a resource to APs in their grievances, allows for the AP to bring a representative to the process (which could be a CAP rep if they choose), and allows the AP and their supervisor (by mutual agreement) to resolve the dispute informally with the help of other university employees before a formal grievance is filed (which could also be a CAP rep). I look forward to you later discussions.
- President, Chancellor, and Provost visits: As you know, the Chancellor had a conflict for June 6 and could not attend. He agreed to meet in November, but CAP plans to cancel that meeting for another conflicting event. We will work with CAP leadership on a new timeline for this visit, and we are entertaining all Thursdays at 1 to try to improve schedule coordination. We have secured Provost Coleman’s visit for December 5. We are tentatively working for the President to join you at 1:30 on March 6.
- IHR will continue to urge CAP to invite SAC to these visits.
- Performance Management program expansion? As I announced in May, IHR has been working with the Performance Management Steering Committee over the last year and a half to continue refinements of our pilot performance review process in the Cornerstone platform (Cornerstone is the same platform where jobs are posted and applicants apply for positions). We conducted several surveys to refine and improve the experience for employees and supervisors. We received very favorable feedback about the tool and our approach. IHR will take the program out of pilot and expand adoption in the campus community. We are pleased to say that, so far, the following campus units will participate in the program for FY25:

- New IHR Hires. IHR is pleased to welcome two new staff members who will have
- Jackie Billhymer has been hired as our Organizational Development Consultant working in ELOE. Jackie has a Bachelor of Science in Organizational & Professional Development from Eastern Illinois University. She is joining us from System Human Resource Services, where she has worked since 1999 – most recently as Associate Director of Organizational Effectiveness since 2023. The OD Consultant will provide strategic consultation for initiatives such as organizational culture, employee engagement, team development, leadership development, strategic planning, and change management.
- We have hired the Assistant Director for Well-Being Services and they have accepted our offer. We have a few things to button up before I can make a formal announcement in October. This position will report to FSAWS (Faculty Staff Assistance & Well-being Services) and will focus on programs and initiatives that enhance the well-being of all Illinois employees.
